Abstract The relevance of the research problem is determined both by the theoretical significance of the study of managerial aspects of organizational changes in public administration organizations, and by the practical tasks of improving the mechanism for their implementation. Based on the evolutionary method, the existing theoretical and practical approaches to change management offered by the management theory are described, and the prospects for their application in the field of public administration are assessed. Agile paradigm is presented as an underlying one for addressing challenges of VUCA-world with regard to public administration. Highlights • The article is devoted to the analysis of approaches and vision of change management and change implementation in public administration sector based on NPM paradigm. • The results demonstrated the necessity of Agile approach application, which would enable flexibility, multifacedness, and integration, needed for successful public administration in VUCA-world. • The practical significance of the study is that, building theoretical connections and conducting more in-depth empirical and comparative investigations on change processes, it suggests an agenda for the study of change management in public organizations that emphasizes its multifaceted nature.
