American association of mental deficiency (AAMD) has defined the mental deficiency as significantly sub average general intellectual functioning existing concurrently with deficit in adoptive behavioral and it is manifested during the development period. Mental retardation is thus defined in the terms of level of behavioral performance.
In general, mental disorders study come in Psychiatry. Psychiatry is a Greek word consisting of two words which are “PSYCHE” and “IATREIA”. Psyche means “THE MIND” and iatreia means “HEALING”. This is the branch of medicines dealing with the causes, Pathogenesis and clinical aspect of mental disorder, their prevention and management. In the psychiatry patients suffered many type of disorders which are related with the brain and physical disorders, one of the main disorders is perceptual which is related with the brain and control nervous system.
The nervous system is divided into two parts. One is CNS (Control Nervous system) and other is Peripheral. Peripheral nervous system is compound of the nerve fibers connecting the brain and the spinal cord with the different organs of the body. They can be either motor nerves, running away from the brain and the spinal cord or sensory nerves running to the CNS. The complex motor activity of the speech organ is controlled by the motor speech center in the brain, thus any brain disorder in the brain must be reflected as changes in the speech and speech parameters (Carson and Butcher, Abnormal psychology and modern life).
Speech is a tool design for the communication of ideas from one person to another. We must be careful to distinguish it from mere self-expression. The aim of speech analysis technique is to analyze the speech signal and estimate the parameters, useful for speech recognition and the speaker. Fourier analysis is the traditional technique for the computing the amplitude and phase of the speech signal. In this paper MATLAB 5.2 program has been used to estimate the Formant frequency of the speech speaker. A number of cases of perceptual disordered person's speech segments are recorded and were compared with the normal cases. It is found that there is a remarkable difference in the value of Formant frequencies of perceptual disordered persons with respect to the normal ones. This encourages us to make this to identify the status of the perceptual disordered persons. This study will be helpful for their rehabilitation also.
