The Indian Constitution is a landmark in progressive legislation to ensure equality and social justice in a democratic framework. It does not constrain the Indian state to the libertarian value of equality in a mere formal legalistic sense. The paper highlights the financing pattern of Andhra Pradesh Scheduled Castes Co-Operative Finance Corporation. In Andhra Pradesh also the Scheduled Castes have been associated with unclean occupations, social restrictions, poverty and exploitation by the strong and advanced sections of the society for many centuries.
