Abstract

Knowledge is transferred through education. Training has been a pivotal concern of rural development initiatives over the years. As a nation, India has a comprehensive domain of rural construct which has its multiple features as well as problems to be dealt with. The dream of a developed India cannot be actualized until and unless there is a rigorous plan or well laid road map for the rural educational developments. Recent developments in ICTs offer great potential to support and enhance education through Libraries. Emergence of ICT has put forth the new challenges and responsibilities before Library system in implementation especially in higher institutes of rural areas. This study attempts to highlight the alarming factors and burning issues related to the library upgradations of institutions of rural Haryana. The paper aims to provide some valuable informational data and solicit some suggestions based on the inferential findings of the study.
