India-Pakistan Relations: A Study of the Civilian/Non-Military Confidence Building Measures (CBMs)

Abstract

Today the region of South Asia exists uncertain between the fear of tragic destruction and expectation for a better life among the states of this region. In a situation of conflict ridden region, the implication of CBMs cannot be over emphasized. But, these can be very useful in avoiding conflicts, decreasing tensions and can even lead to peace and cooperation among adversarial countries. South Asia with India and Pakistan, the two traditional rivals are in need of serious efforts to contain and control the tensions. India and Pakistan are the two giant powers of South Asian sub-continent consisting with nuclear weapons and having strong military capabilities. The relationships between them have mainly a story of conflicts, unfriendly behaviour and ambition to one another destruction since their existence in world map as an independence states in 1947. In a situation of continuing conflicts, mutual distrust and suspicion, CBMs seem to befit case for application in India-Pakistan relations and establishment of peace, development and democratic set up between both the countries. Because, culturally and ideologically many similarity find between the two countries. It is also important that when CBMs adopt honestly, it creates a healthy environment to change not only the social and cultural relations but also improve the political and economic relations among the states. These things are prerequisite to establish a democratic system in a state and peaceful relations between the states concerned. This Study makes an attempt to analyze the much neglected issue of CBMs in general and civilian CBMs particular in India and Pakistan relations. More specifically, it traces the recent history of civilian/Non Military CBMs, their evolution, performance and practice in the perspective of culture of peace.
