Towards Better Policy Making for Indian Seed Sector: Temporal Dynamics, Challenges and Way Forward

This paper emphasises on the relevant statistics on planning and economic activities that highlight dynamic changes in the Indian seed sector and help in materialization of seed sector potential. The focus of this article is on four aspects: temporal policy reforms in the seed industry perspective; dynamic changes in seed market and status of Indian seed industry in the world; role of both public and private sectors in quality seed marketing; and challenges and opportunities for Indian seed industry towards becoming a robust sector. The Indian domestic seed market is worth 20, 000 crore, whereas India's share in global market is less than 2 per cent with huge growth potential. Issues such as revision of seed demand estimation process; carving separate niches in international seed market; opportunities in the domains of seed production of GM and biofuel crops are discussed.
