There is a need to consider water harvesting as an integral part of holistic development with sustained data based management. Watershed based development with area restriction of one or a few villages and active participation of the people are calledfor. The people of the area should become partners not only in the developmental activities but in research efforts too. This is possible and its procedure has been discussed in this paper. Some issues which need solution are listed for scientific interaction and adoption with a view to understand the water harvesting in a properperspective.
