Disability is the consequence of an impairment that may be physical, cognitive, mental, sensory, emotional, developmental,or some combination of these. If we look to the population of the Specially abled, it is almost 10 percent of the world‘s populationor we can say that 650 million people live with a disability. We can consider them as the world‘s largest minority. According to the UN Development Programme (UNDP) eighty percent (80%) ofthe specially abled live in developing countries. The United Nations charter affirms the essentiality of a universal respect for,and observance of human rights and fundamental freedoms for all without distinction. The rights of individuals with disabilities are guarded in human rights frame work based on the United Declaration of Human Rights, International Covenants on Human Rights, and related human rights instruments. The 1970‘s markeda new approach to disability. The growing international concern with human rights for persons with disabilities was specifically addressed by the General Assembly in the Declaration on the Rights of Disabled Persons. On December 13, 2006, the United Nations formally agreed on the Convention on the Rights of the Persons with disability.
