The subject of combating terrorism and human rights has attracted considerable interest since the establishment of the Counter-Terrorism Committee (CTC) in 2001(SC Resolution 1373, 2001) after the events of 9/11 in the united states. Also in Security Council resolution 1456 (2003) and later resolutions, the Council has said that States must ensure that any measures taken to combat terrorism comply with all their obligations under international law, and should adopt such measures in accordance with international law, in particular international human rights, refugee, and humanitarian law. Some of these laws and measures have shown negative effects on human rights and fundamental freedoms. Consequently, the UN must take innovative and effective ways and means to both guarantee human rights and to achieve positive results in countering terrorism. This paper outlines a brief presentation of the United Nations efforts toward the anti-terrorism and its impact on human rights. The discussion moves to concentrate on the UN Security Council‘s response to such violation raised by counter-terrorism measures. The conclusion part includes suggestions to guarantee human rights while countering terrorism.
