Participation in partnership is an important key of institution building. This is decided by many factors such as historical, socio-economic and techno-political. Both nature and effectiveness of partnership may vary from advanced system to the backward system. This argument can be applied to the Indian context with its vast diversity and with rural-urban dichotomy. In India, in the grass-root level, multi-agencies are involved in delivering the public services. Analyzing the nature of their collaboration and effectiveness is attempted here in this paper. The collaboration between government agencies and non-government organizations along with the corporate social responsibility expressions are analyzed. The analysis includes division of role among them, functional and operational aspects of their collaboration, nature of benefits (public services) delivered and their impact.
