Abstract

From time to time various international conventions, declarations and resolutions have emphasised on inclusive education, so that the disadvantage groups and also the Persons with Disabilities (PwD) could benefit. India's commitment to ensure PwD access to education is well reflected by being part of the international conventions. Despite this, the percentage of PwD in higher education in India continues to be less than 5 per cent. In this context, the article attempts to examine the international community and India's efforts to make education accessible to PwD. The challenges confronting the Indian education system in general and particularly the PwD in higher education is also analysed. Finally, the article identifies the necessary measures that needs to be adopted to ensure PwD access the higher education without any hurdles.
