In the present scenario of increasing the role and responsibilities of Grama Panchayats (GPs), it is felt that financial resources received is the form of grants received from Finance Commission and fund transferred from state government and locally raised taxes are inadequate to meet their targets. In this context the present study tries to analyse the major powers and functions given under 73rd Amendment Act 1993 and trends of revenue and expenditure of GPs in Bangalore Rural District. This study is based on both primary and secondary data. Based on the Human Development Report (HDR) 2015 Eight Grama Panchayats (GPs) in Hoskote taluk and Nelamangala taluk were selected for the study. Trends in receipts and expenditure of the select Gram Panchayats were analysed. It is observed that though there is an increase in the flow of funds, there is greater variability in the utilization of funds.
