One of the rural development projects which is so prevalent and common in Iran and is mostly adopted from urban development project is the rural guiding plan, which is considered as an important tool in development of the villages whose development seems to be essential for developing the infrastructures of the other sectors of the country. Conducting the studies to improve the production method and performing these plans as a basis for decision making and planning to accelerate the rural development process is more increasingly and more intently understood. (Mahdavi and Najafi Kanni 2005). There is a gap between the aims and the programs. (Saeed:, 1991). Rural guiding plans are to take steps to restore and direct the village to attain the goals such as providing the background rural development, directing the physical condition of the village, providing the necessary facilities to improve housing and providing the life and common services.(shich 1994). This study is to prepare a report about the administrative effects and roles of the rural guiding plan in the rural development process. For this purpose, a case study was done on 28 villages of Bonab, located in East Azerbaijan, by using numerical taxonomy method, and this study is to determine the extent of effectiveness of the rural guiding plan by determining the degree of development of the villages. In this study 20 indices such as health, education, service, economy have been evaluated by using the latest concuss results and data and statistics of yearly statistical reports. The research findings show that 17 villages having facilities and 5 ones (17.85%) of the semideveloped villages having access to limited amount of facilities and at the end 6 villages (21.42%) are of the under developed villages deprived of facilities. And the condition is in case that in 12 out of 17 developed villages rural guiding plan have been conducted or at least is being conducted at present but in non of the under-developed villages, the rural guiding plan have been performed. There is a correlation of 0.55 on the basis of Kendall's taut B, A between conducting of guiding plan and rural development degree, which a meaningful and direct correlation.
