A study of effectiveness of value engineering process in project management in the Khuzestan Gas Companies (KGC) of Iran

Abstract

The increasing costs of investment, changing needs of consumers, creation of goods and services, lead to the creativity and utilization of scientific methods to create value. In 1947, the preliminary ideas were labeled as Analysis of Value Engineering (VE) by Lawrence Miles of the General Electric Company. It is believed that VE is always a better and more effective manner for doing work. The purpose of this research is to study project management and to use value engineering in project managements. The basic modus operandi of VE is presented in Figure 1 in terms of specific questions asked in information phase, innovation phase, evaluation phase, research and development phase and performance phase. The survey includes observation, interview and electronic survey, The study focuses on the gas producing company in Khuzestan province of Iran There are 10,000 employees in the companies approximately, which include workers, engineers and managers. Evaluation of the study of questionnaire in the gas project shows that, the highest ratio of different views is among the statistical society, in the back ground of qualitative problems such as ratio of employees' participation in decision making and existence of a proportionate atmosphere; but there is not any different views in the background of quantitative and technical characteristics; therefore, in the view point of engineers or experts, inverse to managers' views, the Value Engineering procedure, the qualitative parameters have not been taken into consideration in the gas projects.
