In this research, the scholar tries to deal with the analysis and investigation of the change process in the levels of development and regional inequalities in the province of Fars. The method of research is descriptive –analytic. In this method, there are used factor oriented analysis models, the human development index, coefficient of variation and computer softwares. The findings indicate that 40 indicators have been reduced to 12 ones through the factor oriented research model, and it is done in a way as to specify the portion of each factor in the human development and finally through the combinational indicator of the human development, different regions of Fars province have been classified with the compositional indicators. According to the investigations done, in the year 1977 with regards to compositional indicators from the total of 14 regions, one region was prosperous, 3 were half prosperous and 10 were deprived and in the year 1987, with regards to the same indicators, one was prosperous, 4 were half prosperous and 9 were deprived and in the year 1997 with regards to the same indicators again, 3 were prosperous, 4 were half prosperous and 9 were deprived. The level of regional inequality in three periods of 1977, 1987, 1997, has been respectively 0/66, 0/59 and 0/44.
The findings indicate that the factor of education has had the highest influence and the factor of library the lowest among these 12 factors. The regions of Fars province have had developmental differences in different aspects and this proves that there is lacked a coordinated development of regions in accordance to the needs of their population. These inequalities is reflective and concluding of natural elements, political economy, the inefficiency of planning system, and the developmental pole (city of Shiraz). City of Shiraz in the last three decades – because it has been the political and administrative center and also has been the pole for development-in all areas of development has kept its superiority among other regions of Fars province. Shiraz as the center of development has drawn skilled and expert work force along with facilities from surrounding areas and has created the political, economical and demographic centralization in the aerial system of the province. Therefore, the model for the aerial-regional development of Fars province is in the form of center-periphery
