Abstract

In this paper, the entering of Muslim Arabs to Iran and Consequently to Azerbaijan and the development of Islam in this region and the approach of the in habitants in confrontation of the conquers have been analyzed. The strategic location of Azerbaijan, considered to be as the head of Iran, has came this region to enjoy much more importance whether before Islam or after it. This importance was one of the main reasons of why conquers paid attention to Azerbaijan. Most researchers believe that Muslims had entered this region peacefully on the time of the second Caliph on the basis of a contraction and Azeris, have been obliged to pay taxes to Arab rulers. The way Arabs governed this region was that Arab rulers would choose some governors and send them to the region, although there were some rebels by Azeris in this regard. Considering the importance of this region, it is tried to indicate entering of Arabs to this region and some comment, by researchers are going to be discussed in this regard.
