Abstract

One of the residential settlement patterns in today's urban structures is development and expansion of informal or unauthorized residential dwelling places. Following increasing expansion of poverty in developing countries and phenomena of urbanization, the poverty of settlement as informal was like display body of poverty turned to be a characteristic of most cities specially mega cities of these countries. This method of settlement has been experienced both in northern and southern countries. (Mohammadi 2005: 18). In defining the reasons for formation of this issue, different theories have been presented by Liberal school Dependence school, New Socialists and Chicago schools. Informal or unauthorized settlement in Ilam city with a population of  165000 and an area of more than acres 1650 due to factors such as lack of regional balances, hurried urbanization, imposed war, disunited city management and lack of supervision on urban development plans has expanded.
