The census disability questions differ between countries in terms of availability, wording of instructions, and categories in questionnaires. Users should examine the enumeration text and the separate disability variables to determine the extent of comparability. Disability data plays a major role in formulation of policies and allocation of resources. In countries without a good household survey program, the census may be the only possible source for estimating disability prevalence and gaining an approximate estimate of types of disability in the country. Census data can be utilized for general planning programmers and services (prevention and rehabilitation), monitoring selected aspects of disability trends in the country, evaluation of national programmers and services concerning the equalization of opportunities, and for international comparison of selected aspects of disability.
