Poverty is a condition in which the person fails to maintain a living standard for a comfortable style or it is a condition when we have little or no means of surviving. Poverty reduction measures are those measures which raise or intended to raise the leaving standard of people. Poverty occurs on in both developing and developed countries, while poverty is much more in developing country. Poverty reduction also involves improving leaving standards of the people who are already poor. India underwent economic reforms in 1991 since that time it has become a part of global economy, and because of it there has been a significant economic growth after 1991 but the benefits of these economic growth has not been benefited everyone uniformly.
Some are left behind and some others are not touched by the benefits of economic growth and as a result there is a kind of uneven development in the society and there might be various reasons for uneven development in the society and these uneven development leads to poverty in the society. One of the major reason we can say is modern economy. Mordern economy is a technology driven and so these economy is not generating much it is not generating much employment and it and replaces labor and so it creates lack of employment and as a result poverty prevails.
Now in order to reduce poverty government have started many poverty reduction programs and these programs have been broadly classified into selfemployment programs, wage employment programs, food safety programs and social security programs. Selfemployment programs are those programs which were started in 1970 and it was for increasing source of income for small farmers and landless labors and these programs were started as integrated rural Development Program.
Wage employment programs were started in the form of national rural employment programs and rural landless employment programs. These two programs were later merged in 1989 as JawaharYojgarYojna.
Food security programs were those programs which allow access of people to basic needs of food. Those people who are BPL are facing the problems of access to basic needs and this is indeed the major challenge before the government. The purchasing power of some of the sections of the society is low that they can’t afford the market price so in order to make those purchases easy for such sections of society PDS holds importance and these is certainly a part of food security porgrams. In order to come out of the poverty culture individual empowerment and access to basic services needs are important.
However the intention of these paper is not to join the debate over poverty but to recognize the key reason behind the failure of some antipoverty programs to reduce poverty and also these paper tries to go beyond the economic benefits of the programs and analysis the social impacts of the programs on the communities were the poor live and concludes that too much of government intervention is an impediment.
