Labour being perishable, unemployment involves an irreparable wastage of human resources which are spearheading of economic progress. Provision of gainful employment along with development is the basic need of society in present Indian scenario. In the light of high incidence of unemployment prevailing in India, government has started various employment schemes to mitigate the problem. While self employment programmes aim at providing entrepreneurial training & loan for self employment, the program like MGNREGA generates direct employment opportunities specially for unskilled labors of rural areas. This research paper aims at presenting a critical appraisal of Mahatama Gandhi National Rural Employment Guarantee Act (MGNREGA) especially in Udaipur district.The survey instrument comprised of implementing agency of MGNREGA, administrative staff as well as beneficiaries. Through extensive personal surveys and telephonic interviews data was collected from such agencies and beneficiaries in all 11 blocks of Udaipur district.The data collected from primary and secondary sources were analyzed by using proper mathematical & statistical techniques such as percentage, average, pie chart, correlation etc.
The accuracy of analysis is dependent upon the accuracy of information provided by the administrative officials & beneficiaries. The importance of the study lies not only in the fact that it acquaints us with the complications posed by the scheme, but also suggests measures for improvement. This investigation would be helpful for Government & administrative agencies in ensuring better implementation of scheme. The usefulness of such indepth studies is widely accepted because schemes like MGNAREGA need periodic assessment to find out the real impact they make on the society and the economy.
