In this scientific article, the author examines the history of the development and emergence of customs in the constantly existing foreign policy and economy of the Russian Empire, as well as the features of the customs service and customs fees, the structure and composition in Turkestan in the second half of the 19th - early 20th centuries. The customs activity of any state is one of the main economic levers.
