Every society is supposed to preserve villages as a part and parcel of country's natural capital to achieve sustainable development. The problem of improper quality and stability in rural constructions has been the subject of government's fixed programs on modernization and upgrading of rural areas for the two last decades, one of the government's plans is improvement of rural housing that state banks have the responsibility of distribution of resources as economic arm of government. The aim of this article is performance assessment of agent banks to ranking and identification of inefficient units with using Data Envelopment Analysis (DEA) model and planning for banks performance improvement through proper Benchmarking of other functional unit. For this purpose, performance evaluation of state banks in Lorestan province is considered during years of 2005 to 2012 for case study.
In order to collect data quantitative figures of upgrading rural housing scheme software in Lorestan province have been used. Moreover, Charnes, Cooper, and Rhodes (CCR) and Anderson-Peterson models have been applied to rank efficient units. According to the methodology which is used, the most efficient and successful bank have been selected.
