Funds management of welfare schemes in Rajasthan

Abstract

State Government of Rajasthan making so many payments on account of benefits under various social welfare schemes. These benefits are given either in cash or through a bank account. In most of cases, such payments are being done in cash or through money orders. The Central government is now focused on opening of bank account of public under financial inclusion. Banks are now making all efforts for opening new branches in rural areas so that rural inhabitants can be benefitted with the banking facilities. Banks are also using services of Banking correspondents. There is an active role of Post Offices in disbursement of benefits of such social welfare schemes in remotest areas. Despite of all possible options, the rural people are not getting their benefits in time. Moreover, State government is also not having sufficient information i.e. time and place about the disbursement of such benefits. There are so many problems in providing such benefits. Where the financial benefits or remuneration for providing social services are concerned, the delivery of such benefits through financial institutions need to be studied. There has been a debate over providing the benefits through bank account or through BC or through Post offices. There is a need to study the complete process of all activities so that it can be find out (a) the most appropriate delivery model of such benefits in rural, urban or metropolitan areas. (b) the most appropriate agency or agencies who can play effective role in such model. (c) The time or delay which will occur in such model. (d) The availability of complete MIS for effective financial and administrative decisions.
