The Sixth Schedule of the Constitution of India does not clearly mention the coordination between the various activities of the Autonomous District Councils (ADCs) and those of the state governments in North East India. There is hardly any proper government mechanism to review and access the working of the ADCs. The only relationship between the ADCs and state governments seem to be the approval of their legislation by the Governor of the states, sanctioning of loans and grants by the state governments for running their administration and for some developmental schemes or works.
The paper deals mainly with the relationship between the ADC of North Cachar Hills (N.C. Hills) district of Assam and the state government from 1995 to 2008 to find out the areas of conflict and co-operation between the two. The study also examines whether the state government influences and controls the N.C. Hills ADC.
