Optimum allocation of development funds to rectify water deprivation

This paper claims that positive discrimination practiced by the government is not economically scientific and are basically based on some rules of the thumb which may not be true in all cases. Instead, a proper estimation of deprivation is needed and choice of target groups has to be chosen uniquely for each area concerned. This paper prepares a list of possible combinations of policy prescriptions by which a policy maker, such as the government, can find the extent of rectification of water resource deprivation of a group given its allotment of budget. The policy maker can however also calculate the cost of a rectification package for a desired level of decrease in such deprivation.
