The organizations need to protect themselves against the challenges. Therefore, using the strategic planning process will play a key role in organizations' success. Having knowledge on internal strengths and weaknesses of the organization and being aware of existing opportunities and threats in the organization's environment enables the organization to assess its situation. In this paper, the comprehensive framework for strategy development was used for strategy formulation. The study population included Sistan Cement Company sales managers and technical experts. After interviews, the matrix valuation of internal and external factors at input stage was provided. According to information obtained in earlier stages in the comparison stage, the SWOT matrix and internal and external matrices were used. In the final stage, using a quantitative strategic planning matrix, macro-level enterprise strategies were identified and prioritized. For statistical analysis, one-sample t-test and Friedman test were used.
