A Model for Analyzing Delayed Oil Projects in Client Organizations

Due to the vast oil and gas fields in the country, every year, and many projects are key in this oil industry of Iran. Timely operation of these projects, especially in fields where the development of joint projects in the upstream sector of the neighbors runs, can have a significant impact on the increase in national income. Projects are defined by the Iranian oil ministry's subsidiaries and contractors are given. According to statistics, in recent years, many projects have been delayed too long. Studies on the causes of delays are more focused on consultant and contractor organizations, but in recent years there has not been a case study on clients’ organizations. In this model, identify reasons for project delays by governmental and quasi-governmental clients in Iran's oil will be done and evaluation of target's organizations is formed base on the PEM. At the end, using FTOPSIS prioritization method, we will be reached to prioritized delay causes for corrective actions.
