Today, the cell phone makes the human life much easier by offering the Internet-oriented services such as online banking, online shopping, checking Email, using social sites like facebook, getting online medical and health information. For achieving these benefits of mobile services effectively, an optimized network selection algorithms have to be developed by considering the Mobile Terminal (MT) speed and recent network technologies. Today the mobile device with multiple network interfaces is quite common on the market since in the typical 4G network the integration of various network technologies like WLAN, UMTS and WiMAX provide network coverage area with overlapped regions. These overlapped regions provide the facility to the mobile devices with multi-interfaces for selecting best network among the available networks. The best network can be selected based on various network parameters like Received Signal Strength (RSS), Quality of Service (QoS), energy level, user movement pattern, mobile velocity, cost and user preference. In literature, a huge number of works have been published for optimized network selection. But very few papers consider the velocity of the mobile along with other parameters and the existing works lacks either in providing enough details for implementation or optimal results. In this paper, our contribution is we have proposed a Vertical Handoff Algorithm (VHA) for an optimized network selection based on user Mobile Terminal (MT) speed and defined different RSS threshold for different types of networks. Based on these thresholds and MT speed the target network is selected. Simulation results show that the proposed network selection scheme performs better than the conventional systems in terms of reducing the number of false handovers, grade of service and handoff delay.
