Abstract

Technology Integration with the Emergency Response Services (ERS), Government Healthcare (GH), Law and Order (LO) requires strong connectivity at different levels such as patients, Government doctors and police officers. Interoperability is much needed among these three sectors which enables the information could be available at anywhere and at any time so that it eliminates the delay of processing in the treatment, and producing the patients First Information Report. This improves the quality of service from these departments and hence it leads to propercare in government hospitals. So, there is a purpose of the combined system that handles the exchange of patient's data coming from Emergency Response Service. Considering the issue, in this paper here we are intending to go for an interoperable information system that considers data integration and interoperability in a diversified environment. The dispute over here is the different standards and terminologies will be used for same patients among these three sectors. Henceforth there might be a common structure and vocabulary that connects them. This could be solved by applying the concept of web services, so in order to have a proper dataset and interoperability and since it is operated upon the distributed and diversified environment, will go with the service oriented architecture which has a common repository at Emergency Response Services cloud that is accessible by the other two sectors. This helps to overcome the improved service and quick care of the patients.

The proposed system adopts the concept of web services with framework of Service Oriented Architecture (SOA) and data interchange agent that migrates data coming from wide-ranging Emergency Response Service providers into a standard data interchange format and it could be moved in to the data repository. Whenever a patient travels in Emergency Response Service, the service provider could update the relevant information to their zonal government hospital and police department, so that information in the database will be extracted. The process of communication is happening by means of SOAP messaging protocol and accessing of the providers details will be done by Web service Security Agent. Additionally, the accessing of information from database to their respective zone is achieved efficiently with the help of searching algorithm that reduces almost time needed to retrieve the desired data from the database.
