Primary education is the most important pillar of educational structure which supports the mass literary and cause for economic development and modernization of the social structure. It also represents an indispensable first step towards the provision of equality of opportunity to all its citizens. Elementary education is defined as a period of formal education following pre-school but before high school. Different articles of the Indian constitution, policies, plans, schemes and programmes of educational structure are responsible for enhancing the qualitative and quantitative improvement of elementary education this paper emphasis on the different programmes, policies and various reforms for the effective and smooth functioning of primary education.
