A Qualitative Study of Micro Planning in Primary schools of Barabanki District

Governments have evolved various strategies to change the conditions and solving problems that influence and concern the communities. At the end of the day was set in motion the Micro Planning or the process of planning at the micro level with active participation of the community. With this the Planning came to be thought of as a "people-driven" activity with the prime focus being on community mobilization and empowerment through a participatory approach. It aimed at encouraging people's participation in participatory planning, involving people in analysing and prioritising their problems and their participation in the implementation of their community's plan. A qualitative study was planned for ascertaining as to how the implementation of Micro Planning is going on at grassroots level. The study sought to know and understand people's participation in participatory planning, the teachers view on micro planning in schools and also for determining the people's knowledge and capacities for the development of their community. District Barabanki was selected for data collection. It was on the whole found that micro planning was in vogue but due to unawareness of the very concept, the implementation of the scheme is in a fluid state; the teachers have negative perception of and low expectations from the parents and community members; the villagers were either half-informed or not interested whereas the teachers lacked in managerial talent. To be precise, anyone and everyone whosoever happened to be involved had bucket of complaints, and as regards responsibility, they resorted to buck-passing. The scheme seems to be dying at the hands of the supposed beneficiaries and those who are carrying it out.
