The performance of PDS has invited wide discussions with regard to delivery mechanism and implementation. But a very little focus was made on the emerging states of Odisha, Chattisgarh and Bihar which have reported advancement in PDS dependence and decrease in PDS diversion. It is the states’ performance that gives some confidence to reform PDS than the all India story. The forerunner and pioneer states in the efficiency of PDS being acclaimed historically to be Tamil Nadu and Kerala, the performance of the emerging states deserve special mention. The present study intends to analyse the performance of the PDS in the forerunner/leading states and improvement in the emerging states. From the experience of the two groups of forerunner and emerging states it can be analysed that PDS reforms are gradually introduced and tested to revitalize the existing system of delivery of foodgrains. This is indeed a model for other states to adopt and experiment with.
