Load balancing is a great challenge in cloud computing environment. Cloud has to provide better load balancing because the number of user and their demands are increased tremendously day by day. In this situation load balance algorithm should be very clever to allocate the request and ensure the usage of resource. So that starvation of resource will not occur in the elastic cloud. Cloud should satisfy the customer with its services. The performance of load balancing can be measured through response time and waiting time in cloud computing. This paper provide threshold max algorithm for achieving best load balancing in cloud computing.
