This paper assesses the progress and implementation of programmes for the development of elementary education in selected districts of Uttar Pradesh, particularly in the light of Right to Education Act, 2009. The implementation of the approved intervention and processes underlying these interventions at the habitation and school level are analysed keeping in view the overarching goals of these schemes. Some deficiencies were found relating to school infrastructure, computer-aided learning, quality and utilisation of ramps for children with special need and special training for out of school children. In view of these, it is suggested to upgrade the infrastructural facilities and its quality in schools. It is required to minimise the disparities among the schools across the backward and developed areas and training should be imparted to utilise the existing system and provisions. School management committees should be oriented to play more active role to solve the problems, like low attendance particularly among girl students.
