The Right of Children to Free and Compulsory Education Act, 2009 came into effect on April 2010. This act may be considered as the Magna Carta of Elementary Education in India. The act is a commitment on the part of the government to universalize the elementary education. This paper deals with the various aspects of the provisions of the act and the model rules framed under it by the Ministry of Human Resource Development. This paper highlights the need of financial resources and whole hearted implementation of the act and the need for more monitoring and control over the private schools in order to make education more egalitarian.
