The paper seeks to study the human resources development in Rural East Africa, with specific reference to three countries of Kenya, Uganda and Tanzania, with an objective to explore nature and magnitude of problems of rural areas, review policies, their effectiveness, study problems and suggest solutions. The study is based on unstructured interview schedules, substantiated by relevant literature survey. C.P.M., P.E.R.T., Cost benefit analysis and system analysis and decision table have been used as tools for data analysis. The possible contribution that this study may make, is the ability to merge system analysis and design tools and technique in policy, analysis and production of solutions.
