Abstract

Development of the information and communication technologies due to the growth and development of internet and its services produces deep changes in all areas and topics of our lives. Learning is one of these areas that have been affected by new technologies. E-learning has become a popular instructional mode all over the world and the trend of e-learning uses is growing in universities. Iranian universities as the other universities try to develop e-learning in different educational aspects. This study was conducted to identify and classify the barriers of e-learning development and implementation in Iranian universities from the perspective of faculty members. A questionnaire was used to gather the data. Moreover, Confirmatory Factor Analysis and Structural Equation Modeling were used to analyze the data. Barriers were classified to seven main factors that research findings show that the most important barriers in e-learning in order of importance are: Human, Technological & Infrastructure, Strategic, Cultural & Social, Financial & Incentive, Legal & Administrative, and Executive & Educational.
