In this study, barriers of developing information technology and communication in higher education and Payam Noor University have been discussed from prospective of professors who were taught in this university. Statistical society included all professors of all Tehran Payam Noor Universities in the second semester of the academic year on 2013–2014. Questionnaire of this study have been aligned in Likert method to five options and consisted of 40 closed questions and 2 opened questions. Content validity has been emphasized in order to determine questionnaire validity of this study. Obtained reliability was 0.84. Chi-square test was used in order to analyses gathered information and data. Obtained results showed that from professor prospective infrastructural-external and internal technological barriers, human – student resource barriers and human-personnel barriers as well as legal barriers have been evaluated in middle level, but human-professor barriers have not considered as a deterrent.
