This paper seeks to identify and rank the effective factors on development of technological and commercial capability with AHP technique in the oil industry and we have used strategic model of Cooper (1990). Among four effective indicators in this model, the two main factors, technical and commercial, with theoretical argumentation and also interviews with experts in the oil industry selected. For ranking the effective factors on development of technological and commercial features, sub-criteria of these two main factors identified and for each of them three sub-criteria determined. The research project is Analytical Hierarchy Process (AHP) model. In this model, at first, weight of factors than the main topic and also weight of options than factors are extracted, and Analytical Hierarchy Process is done as pairwise. In this research 60 members of managers and experts in the oil industry contributed. They selected randomly. Data is a researcher made questionnaire which compares the variables in two parts mutually. Also in this research in order to explore the research questions and data analysis “Expert Choice” software is used. Finally, by analyzing the obtained data, the main factors and sub-criteria are identified and ranked. This means that commercial criteria was recognized more important than technology criteria and among the six sub-criteria of the two main criteria, “flexibility and attention to customer needs (final weight 0.291) was recognized more important than other factors.
