Abstract

Nowadays, communities are in the period which is called age of information exploration and core knowledge. Educational leaders in organizations and different centers, particularly in educational system of Higher Education and Training, have been put under the pressure and impact of controversial forces bombardment for changing, transformation, renewal, and in some cases re-engineering. Forces such as virtual classes, global communications, global economies, distance education and distance learning, group classes, increasing competition for scarce resources among social centers, pressure for corporate integration, and renew regional planning and program.

It is not an exaggeration, if we say that the sum of these forces has the potential for a radical re-thinking about the mission, structure, course content, students, educators, learners and stakeholders relations in each school, training and university centers or any in-service training course or empowering employees and more.

Alongside of all the above mentioned and effective elements, there are many other factors that affect on education. Management, policy and planning for it, are important issues that must be dealt with seriously. In this paper the researcher in addition of referring to a scenario management models, finally proposes newer and more completed model in terms of observance principles of processes and accuracy. Researcher believes that "Processing Scenario Management Model" should be used for planned directing of employees’ performance in organizations and educational institutions, and consequently for making learning outcomes more effective.
