Past investigation studies have recognised multiple factors that affect the return on ventures in information and communication technologies (ICT). We suggest that the efficiency of utilisation of ventures is also among the variables that can influence the level of returns and propose to investigate factors that can affect the efficiency of transformation of ventures into macroeconomic outcomes. We conduct this investigation in the context of 18 Transition Economies (TE) and explore how efficiently TEs utilise ventures in telecoms to produce Incomes, and what issues contribute to the efficiency of the venture utilisation. We rely on a neoclassical framework of development according and theory of complementary to provide a theoretical basis for our inquiry. This study employs a three-Stage methodology utilising data envelopment analysis, Chester analysis, and decision trees to classify 15 factors that affect the efficiency of the utilisation of ventures in telecoms in the context of TEs.
