The study was conducted with 120 respondents in Cachar district of Assam. Findings show that out of 34 technical constraints, 15 were serious as perceived by the respondents of which more than 50 per cent were related with water. Infrastructural constraints pertains to credit, service and supply information transfer and organisation were found more serious than technical constraints.
