TCP/IP is the most prominent protocol in wireless networks. Congestion plays a vital role in the performance of TCP protocol in wired and wireless networks. NGWS demands “always best connected service”. Improving the performance of TCP/IP protocol in Next Generation Wireless Networks (NGWS) is a challenging issue. In this paper we propose, a new technique for congestion control in wireless networks. Link level mechanism is used to recover the packets lost due to channel errors, thus reducing the response of the transport protocol to mostly congestion losses. To achieve this, in the proposed technique, time delay is induced to trigger the congestion algorithm so that link-level retransmission is used to recover the loss due to channel errors. If the packet is not recovered after the delay then it is treated as loss due to congestion and congestion control algorithms are executed. We evaluate the performance of the proposed mechanism using simulation and it shows significantly better performance when there are more packet losses due to wireless channel. Delaying congestion doesn't impact the performance towards the implementation of TCP. Simulation result shows the comparison between the proposed mechanism and TCP-SACK.
