This paper reviews the bonds between the duo of information communication technology (ICT), and national development. The omni-bus effects of ICT on national development are also appraised. The paper successfully established the relationship between ICT and national development as though individually recognized phenomenon but with the bond of inseparability. This paper also examines the place of modern library and information centres in strengthening the relationship, using library capacity building through ICT. The paper canvasses for sound economic, educational, information and communication technology policies coupled with the political will to implement them as springboards for setting the enormous resources available in the country at the front burner of national development and consequently turn the nation around in order to reap bountifully from the inevitable phenomena. The paper finally concludes that it is imperative for the nation Nigeria to harness its resources and direct it towards creating the right atmosphere for the development and deployment of information and communication technology equipment and facilities, in order to electronically integrate the provision of its national social services and obligations to its teeming population.
