Abstract

The paper highlights the net neutrality issues and put stress on the equal access to all internet users. It shows the need of net neutrality as numbers of companies are gaining benefits through Internet Service Providers. Libraries are also useful to the public by providing content, services and applications on a large scale. The research libraries create digital data collection, which is new approach to research and education. The libraries have developed the mobile applications allowing its users to access the electronic resources. Thus any kind of discrimination on Internet access would hamper the efforts of creating digital library environment and free flow of Scholarly Content.
