This paper presents a conceptual and analytical base for introducing a strategic plan, namely, ‘LTRG-a nano programme’, to build and evolve brains on daily basis via higher educational activities and molecular-genomic foundation facilitating for gene expression, protein synthesis, neuro-genesis, synapto-genesis, for optimal capacity. A conceptual plan design of ‘LTRG – a nano programme’ is presented in this paper. The entire programme will be designed and developed for the effective implementation in my future work.
