Abstract

The creation of new smaller states at the onset of the phase of globalisation has thrown new challenges before the policy makers of our country. Limited resources and unlimited threats are posed before these states. Only specialized management services can answer them. The present paper is based on the critical analysis of the development strategies adopted in the nascent state of Uttarakhand. It distinguishes and highlights the problems of hill rural areas from those of pain rural areas. Not only is there an urgent need for identifying these unique problems but there is also the need for innovative panning and implementation methods. The paper also recognizes the barriers in the path of development of these rural areas and how they can be overcome. It concludes with a positive note on suggestions on the public policy to be adopted for development of hill rural areas of Uttarakhand. These suggestions are made on the basis of empirical study through field work method in the districts of Dehrdun and chamoli.
