The economic statistics of India raises hope but the statistics of social sector and reality of living condition of the majority is grim. The paper expresses concern on the deficient delivery in social sector and holds the Agents accountable for the failure but further holds the Principal responsible for failing to motivate the Agents to improve the delivery. The paper assesses the critical need to motivate the Agents and looks for a trigger to turn the inorganic civil service system into an organic institution and finds the trigger in the universally accepted principle of ‘Right Man for the Right Job’ to encourage professionalism in public service delivery. The principle is not a new discovery but the intent would lead the theory to be put into practice which would challenge the patronized culture of the Indian bureaucracy borne out of Weber theory. The paper upholds the spirit of reforms not by structural changes but by nurturing the human assets and concludes for learning the good practice to implement the principle for improving the delivery.
