The paper attempts to examine the pattern of rejection of the RTI applications at the level of the central government of India. The study is based on the aggregate data analysis and is extended over a period of four years (2005–06 to 2008–09). The data has been extracted from the RTI Annual Returns Data Base (RARDB) maintained by National Informatics Centre of India. An attempt has been made to analyze the aggregate data during the period of study on the basis of following aspects – submission of RTI annual returns by various ministries and departments, category-wise rejection of RTI applications, grounds of rejection, under-recording of the rejected applications, frequency distribution of rejections.
