The Madhya Pradesh Lok Sewaon Ke Pradan Ki Gurantee Adhiniyam 2010: Putting The Citizen First

Abstract

Even though we live in democracy, there is usually very little direct citizen involvement in the governance of country. The rigid Weberian bureaucratic system has proved inefficient and ineffective in the delivery of public service to the satisfaction of the citizens.

The recently implemented the Madhya Pradesh (MP) Public Service Guarantee Act “Lok Sewa Adhiniyam, 2010”, is first of its kind in India! It ensures delivery of time-bound services to the public. If the officer responsible for the service fails to provide the service within the stipulated time, he will have to pay fine.

In this paper, an attempt has been made to highlight the need for citizen empowerment delivery of public services; to elaborate the features of Lok Sewaon Ke Pradan Ki Guarantee Act, 2010; and to identify best practices available.
